11月14日（星期五），比利时大使馆在官邸举办了年度国王日招待会，以此向菲利普国王陛下表达敬意。活动邀请了700余位贵宾出席，涵盖中国各部委的高级官员、企业代表、驻华外交官、在华比利时人以及比利时的众多友人，一同庆祝与纪念菲利普国王在位十二周年。

On Friday, November 14, the Embassy of Belgium hosted the annual King’s Day reception at the Residence to pay tribute to our Majesty King Philippe. The event welcomed more than 700 distinguished guests, including senior officials from Chinese ministries, enterprise representatives, diplomats, Belgian citizens, and friends of Belgium. Together, they celebrated and commemorated the 12th anniversary of King Philippe’s reign.

We were deeply honored by the attendance of H.E. Hua Chunying, Vice Minister of Foreign Affairs of the People’s Republic of China. Ambassador Bruno Angelet held a constructive conversation with Vice Minister Hua.

尊敬的华春莹副部长，

亲爱的中国朋友们，

来自世界各地的各位同事、各位嘉宾，

亲爱的比利时同胞们，

首先，我谨代表比利时驻华大使馆，对各位的到来表示热烈的欢迎。

尽管天气寒冷，但我仍要说“热烈欢迎”。比利时人民的热情好客与我们之间的友谊，必将为今晚营造温暖而融洽的氛围；而且我们的特色啤酒、薯条和华夫饼，也会让各位感受到更多温暖。

华春莹副部长：

今晚您的莅临，让我们深感荣幸。

比利时和中国的关系始终极其友好亲密。尽管国际形势多有波动，我们依然在这一年里持续保持着积极、建设性的互动。

在此背景下，巩固人文交流已成为当前的重点工作。

我相信，比利时、欧洲人民与中国人民一样，都拥有深厚悠久的文明史、灿烂的文化与良好的教育传统。我们两国人民在近代史上也都曾经历苦难，特别是20世纪初期——这一点从我最喜爱的中国作家老舍、鲁迅的作品中可见一斑。

比利时、欧洲与中国人民应当加深相互了解，从而更加清楚地认识到彼此的共同点。

因此，作为外交官，我们必须敞开大门与窗口，确保双方民众可以更加便利地往来于欧洲与中国之间。

今年中国驻布鲁塞尔使馆和我们驻华团队一直在积极推动中比之间在音乐、诗歌、文学以及科学合作等领域的人才交流。

在今年全球最具声望的古典音乐赛事——比利时伊丽莎白女王国际音乐比赛上，70位国际青年钢琴家中，有13位来自中国，登上了布鲁塞尔的舞台。

在旅游领域，双向旅游正稳步增长，这在很大程度上得益于签证便利化措施和免签政策的实施。我们感谢中国在此方面采取的举措。

在许多积极的中国家长推动下，多所中国学校已组织学生赴比利时参观游学。与此同时，我也看到越来越多比利时学生组团来中国开展研学旅行。

在联合国教科文组织（UNESCO）的支持下，我们正在推动中比学校之间在生物多样性主题上的合作。

我们也在积极推动电影领域的“联合制作”，这得益于拉脱维亚—法国—比利时合拍影片《Flow》（中文译名：《猫猫的奇幻漂流》）在澳门国际儿童电影节取得的成功及其在中国观众中引发的热烈反响。

不久之后，我们的首都布鲁塞尔将每周开通超过30班次的航班，连接中国多个城市。

最后，我想特别提及，几个月后，比利时将启动对布鲁塞尔拉肯王室领地内的‘中国馆’进行全面修缮的工程，并将其打造为‘中国之家’。未来，凡是致力于推动比利时、欧洲与中国关系的人士，都将能够在这一富有历史与格调的场所交流会面。我也非常高兴地宣布，这一项目的重要推动者今晚也在我们的来宾之中。

Dear colleagues and guests from all over the world,

Let me first on behalf of the Belgian Embassy wish you all a warm welcome.

I say “warm” despite the weather being cold, as you all know Belgian hospitality and the friendship of our Chinese guests tonight is what will make for a warm atmosphere tonight, while you can further warm up with our good beers, fries and waffles.

Vice-Minister Hua Chunying,

You do us a great honor with your presence here tonight.

Relations between Belgium and China remain extremely cordial and friendly, and despite international headwinds, we stayed focused on a positive and constructive engagement all over the year.

In this context, cementing “people to people” relations is now a particular priority.

The people of Belgium and Europe, and the people of China both have rich civilizations, historic depth, refined cultures and education. Both our people and the people of China also suffered a lot over recent centuries, in particular during the early 20st century, as testified by my beloved Chinese novelists Lao She or Lu Xun.

The people of Belgium and Europe and the people of China should get to know each other much better, so that they become much more aware of what they share together.

We diplomats must therefore open all the doors and windows to ensure our respective people can travel across Europe and China.

This year, both the Embassies of China in Brussels and my team in China actively promoted exchanges of Chinese and Belgian talents in the field of music, poetry and literature or scientific cooperation.

At the world number one competition for classical music (the Belgian Queen Elisabeth competition) this year, 13 Chinese artists of a total of 70 young international pianists went on the Brussels stage.

In the field of tourism, both way tourism is steadily on the rise, also thanks to visa-facilitations and exemptions. We thank China for the own initiatives it took in this endeavor.

Thanks to very active parents, several Chinese schools have sent their pupils to visit Belgium. And I see increasing groups of young Belgian students undertake school-trips to discover China.

With the support of UNESCO, the Embassy is also developing a partnership between schools from China and Belgium on biodiversity.

We are now also actively promoting “co-production” in the field of movies, inspired by the success at the Macau Animation Festival of “Flow”, the Latvian-French-Belgian co-production movie that triggered passion amongst the Chinese public.

Soon, our capital Brussels will be connected weekly by over 30 flights connecting it with various cities in China.

Last but not least, in a few months works will start in Brussels to totally refurbish the so called “Chinese Pavillion” which is part of the Royal Estate in Laeken, to become the “China House”, where all people involved in relations between Belgium or Europe and China will be able to meet in its distinguished surroundings. It is my pleasure to announce that the great promoters of this project are present amongst our guests here tonight.

亲爱的来宾们，

比利时、欧洲与中国人民是共同承担全球责任的天然伙伴。巩固人与人之间的交流纽带，必须与外交努力同步推进，以确保形成更多共识。这些成果，正如一块块砖石，使我们能够共建伙伴关系，并共同搭起未来的屋顶。

但如果缺乏投入、信任与坦诚沟通，即便是最有经验的双手，也可能使砖块脱手滑落，使这些砖块变成阻碍合作新道路的绊脚石。

目前，我们与中国的伙伴关系正因以下一些“绊脚石”而面临挑战：

· 阻碍性因素导致的中欧之间在贸易与投资方面不可持续的失衡；

· 对俄罗斯在乌克兰发动战争的关切与立场上的不对称与分歧。

第二个障碍最具挑战性。中国处于和平时期，但欧洲却处于战争状态，因为俄罗斯的侵略对乌克兰和欧洲的和平构成了生死攸关的威胁。比利时、欧洲以及中国都不希望看到一个强者为王、弱者为寇的未来。

消除这两大障碍至关重要且刻不容缓。这将使中欧能够重启伙伴关系，携手加强多边主义，为地球的未来承担更多共同责任。

这正是比利时在欧洲内部以及对华合作中的一贯立场与承诺。

凭借中国杰出的外交人才，特别是您的团队，尊敬的副部长，我相信欧洲和中国定能克服前方的困难，为未来重启双方的伙伴关系。

华副部长，再次衷心感谢您今晚的出席。

最后，请允许我向中国人民，特别是今晚在座的各位，表达我诚挚的友谊与深切的敬意。

Dear Guests

The people from Belgium, Europe and China are the best natural partners to shoulder global responsibilities. Cementing people-to-people relations must go in parallel to diplomatic efforts to ensure commonality of views, the bricks as it were on which to build partnerships and a common roof for the future.

A lack of diplomatic engagement, trust and honest communication, can lead those bricks to slip from even the most experienced hands to become stumbling blocks on the road of new avenues for cooperation.

For the time being our partnership with China is facing difficulties because of such stumbling blocks :

- Impediments leading to unsustainable imbalances in trade and investment between China and Europe

- The asymmetry of concerns and divergences regarding Russia’s war on Ukraine.

This second stumbling block is the most challenging. China is at peace. But Europe is in stage of war, as Russia’s aggression is an existential threat for Ukraine and for peace in Europe. A future where big fish can just eat small fish is not what Belgium and Europe, neither China wants, for sure.

It is of utmost importance and urgency to remove those 2 stumbling blocks. This will allow China and Europe to reboot their partnership and to work shoulder to shoulder on strengthen multilateralism and assume more shared responsibility for the future of the planet.

This is Belgium’s diplomatic engagement within Europe and towards China.

Thanks to all diplomatic talent in China and in particular within your team, I trust, dear Vice-Minister, that Europe and China will be able to overcome the difficulties ahead and to reboot their partnership for the future.

Let me again thank you again wholeheartedly, vice Minister Hua, for your presence tonight.

Let me also conclude by expressing my deep sympathy and sincere friendship to the people of China, in particular all our Chinese friends present here tonight.

Vice Minister Hua Chunying and Mr. Mattias Lentz, Deputy Head of the EU Delegation to China, together with Ambassador Bruno Angelet, took the stage to listen to the anthem and offer a toast.

中国地质科学院地质研究所研究员马晓丽（Marie-Luce Chevalier）女士被授予利奥波德骑士勋章，并发表演讲。

Dr. Marie-Luce Chevalier, Researcher at the Institute of Geology of the Chinese Academy of Geological Sciences, was awarded the insignia of the Knight of the Order of Leopold and delivered an address.

阿登高原文化发展有限公司创始人曲良臣先生被授予比利时皇冠骑士勋章，并发表演讲。

Mr. Qu Liangchen, Founder of Ardennes Plateau Cultural Development Co., Ltd., was awarded the decoration of Knight of the Order of the Crown, followed by his remarks.

国王日庆典对于700多位参与者来说是一场丰富的盛宴。 来宾们品尝到了经典的比利时风味——如美味的薯条、华夫饼、比利时菊苣苹果沙拉、扒芦笋配鸡蛋、比利时烩牛肉，以及多款比利时啤酒。在著名的明日世界音乐节（Tomorrowland Festival）充满活力的音乐中，享受比利时的独特风情。

The King’s Day Celebration was a delightful feast for over 700 participants. Guests enjoyed classic Belgian flavors—such as delicious fries, waffles, Belgian Endive and Apple Salad, Green Asparagus a la Flamande, Flemish Beef Stew, and a selection of Belgian beers—while reveling in the energetic music of the world-famous Tomorrowland Festival, which brought Belgium’s unique cultural charm to life.

伴随着电子音乐的节奏，招待会在热闹的舞池氛围中落下帷幕，让来宾们沉浸在一个充满比利时特色的美好夜晚。

As the electronic beats filled the air, the reception concluded with a lively dance floor, leaving guests immersed in a wonderful evening full of Belgian character.
